If the exchange is upgraded it will produce slightly faster broadband speeds but it will still be subject to loss so those furthest from the exchange will see very little improvement.
Superfast Broadband can only be provided through a fibre optic cable and the town is not cabled and not likely to be so any time in the future.
Imagine someone having always driven a basic underpowered car thrashing it up the motorway .If you are the only person on the motorway you think you are going fast but in reality other people are going a lot faster.Crowborough
internet access is the small underpowered car with wide wheels and a stripe whereas cabled areas are the thrust supersonic car doing 800mph+
