The law of the land is common law which means in theory all citizens from a beggar to the Queen are subject to the same laws.
In this case ESCC are enforcing statutes which are mere rules of society given the force of law by the consent of the governed.Local authorities and Public services are good at enforcing statutes on other people but often choose to ignore those same statutes when it comes to themselves.
In short they can just make it all up as they go along but that doesnt make this sort of action lawful or morally right.
If you think of theft-you couldnt say that theft is against the law unless it is theft by a council or Police.
You can withdraw your consent to be governed by statute -look up freeman movement and while you are it look up lawful rebellion.
